This sounds more like an algae problem, rather than a lighting question.

The bulbs used can be a factor in algae growth. What type of bulbs are you using? Are they more than a year old?

Controlling hair algae is more related to the levels of nitrate and phosphate in the water. What are those levels in your tank?

Algae blooms like you are having are often typical of a new tank set up. It's often just a question of time, and weeding out the unwanted algae. This assumes your tank is not overstocked, and you are not overfeeding.
