That's the problem. No one can agree on exactly what the function of government should be. On top of that, just about everyone has their own pet projects that they feel deserve funding.
At one time, it was felt that business should not be regulated at all. Nowadays, it's generally felt that there should be at least some regulation. At one time the public education system didn't exist. Today, we have many mandated programs that every local school district must implement. There are thousands of other areas and issues. Where exactly do we draw the line?
About the best you can hope for is that they reach some sort of compromise and don't do too many stupid things. There is something to be said for having a president from one party and a majority in congress from the other party.
