First things first, RO/DI filter and a refractometer, and a TDS meter should be thrown into the mix. The Maristar fixture is much nicer than the Outer Orbit; good decision there. I use ICE ballasts on my MH setup and haven't had any issues. You most likely will not need a chiller, but be prepared to deal with the increased humidity that comes with adding a fan. You may want to think about an auto top off; this can be a PITA to have to deal with daily.
If you want to save some money on LR, check your local reef keeping forums. Someone is always tearing down a tank and offering lots of LR for 2-3 bucks per pound.
Heaters, get two or three in case one or two malfunction. I have to step up to a better system myself, so I have no room to talk!! Live rock will no longer be fully cured if it is shipped. Fortunately for me, I live 2 hours away from Premium Aquatics; I hand selected all of the rock in my tank (nice option to have!!) Be prepared to cure the rock no matter where you get it from.
Powerheads: I have a lot of money invested in Tunze, and I highly recommend them. Yes they are pricey, but customer service is top notch. Some folks have had tremendous success with MaxiJet modifications, so this may be a low cost alternative.
Return Pump: My tank has two overflows, so I can use a larger pump than a tank with one. I use a MAG12, but you have many options. If you want to go external or internal. Both have their ups and downs.
Seems like a decent choice on the skimmer. I recommend Elos test kits; not really all that pricey for what you get. There are many choices of RO/DI filters. Which ever you decide, stay far away from ebay units. Russ from Buckeye Field Supply is a stand up guy and he won't sell you anything you don't need. I don't have his unit, but I purchase all filters from him. His customer service is top tier as well.
Salt choice; there are plenty to choose from. My personal choice is Marine Environment 2 part. This is mainly because I am a lazy reefer and because I would rather spend time viewing my tank rather than measuring this parameter, adding that chemical, and dealing will all the headaches that come with this (and usually drive most people out of the hobby.) Getting me to test water parameters any more is a lot like pulling teeth.
