I rather suspect that this sort of stuff has been going on for years. It's just that until the last 10 years or so, people covered it up rather than press charges, and put the guy in jail where he belongs.

Yes, the levels have to do with the nature of the crime, and how dangerous the person is. For example, someone exposing them self in public would be minor, compared to someone that was molesting young children, which would be major.
As for finding several in your zip code area, I guess the bad guys have to live someplace, but with a national list, at least you know where they are, keep an eye on them, and warn your kids about them. That's better than it was before, where they could just vanish by moving to the next town or state.
We have a sex offender living here in East Troy, WI ( one of many) But this guy parades around in public with parrots on his shoulders and head. How about a kid magnet if I ever heard of one. I called the local police and they said there's nothing they can do until he acts. If he approaches one of my kids he's going to become fish food.

Patrick was illustrating a range of bad behaviors engaged in by "leaders." Patrick was not comparing Eric to a molester (of children) but any leader who does bad/questionable things with the people/resources they lead.
