a drain hole in the return section, humm-m-m....would work I suppose. Maybe would lose a little fresh water out drain hole but should be negligible compared to 230gal. but if pumps were shut off(power outage) All the water from pipes and to top of overflow would drain out too.

then when power is restored, it would be short by that amount. I would have to make sure that the return section was large enough to handle this amount, but when power came back on the ATO would dump fresh water in to replace the difference and throw salinity wat off

The pump you are looking at is excellent. I use one as a top off pump. However, the pump does make a lot of noise. I wouldn't recommend them if you want a reasonably silent system.

As for one pump failing when you are away, you should use a pair of float switches, with one set to shut down the pump if the water level in the sump gets too low, and the other set to shut down the pump if the water level in the sump gets too high.

silent wont matter. I plan to put insulation and soundboard in the walls of the support room anyway. You would have me place float switches in the sump, makes sense. should I run pipes/tubes from pumps to sump as well or from the display tank?

The top off or water change water can really be done just about any place in the system. I happen to use the return sump area.
