Yes, you can take them out of the water to frag them. In your travels, you might have even seen large areas of acros exposed to air at low tide in the wild. You don't want to leave them out for too long though.

Personally, I have ordered "clip & ship" frags many times over the years. I have never had any problems receiving unmounted frags. You can also clip them and lay them down on the sand for short periods, but I wouldn't leave them there for days on end. I would mount them as soon as I could, but doesn't need to be done immediately. IME anyway.
